Military Spouse Commission Reviews Spouse Employment Programs

The President’s Military Spouse Commission was created by executive order on August 3, 2026, establishing an advisory body under the Federal Advisory Committee Act. The administration structured the panel to examine systemic obstacles facing military families, including employment issues for military spouses.

The President’s Military Spouse Commission met in October 2026 to review service-level employment programs for spouses and evaluate how to expand them across all branches of the armed forces and federal agencies.

The meeting focused on identifying existing efforts that help military spouses maintain career continuity. The commission did not decide to launch new initiatives, saying it would not do so without first examining current branch resources.

What performance metrics did commission members prioritize?

Panel members pressed for “hiring outcomes” rather than asking about participation totals. They called for tracking actual hires, promotions, and retention rates. One Navy representative said during the session: “I want to see how many military spouses have actually been hired into these positions.” Some on the panel said accountability for actual results is key.

Members called for tracking verified hires, promotions, and retention rates rather than using program enrollment counts as a measure of success.

A Navy representative emphasized this focus during the meeting: “It’s one thing to say you’re hiring military spouses, but I want to see numbers. I want to see how many military spouses have actually been hired into these positions.”

What DoD Pilot Programs Exist to Help Military Spouses?

The Global Military Spouse Connection initiative serves as the Department of the Air Force’s flagship pilot, covering both the Air Force and the Space Force. The system puts job applicants together with opportunities before a spouse’s permanent change of station (PCS) move.

Spouses build employment profiles on the Air Force Civilian Careers portal before their move dates, allowing local civilian personnel officers and hiring managers to review qualifications and start appointments before service members report to new duty stations.

Following a 60% increase in filled civilian positions during its initial trial phase, the service expanded the pilot beyond test locations to additional continental United States and overseas bases in September.

The Department of the Army Voluntary Reassignment Program targets current qualified Army civilian workers whose military partners receive reassignment orders. The program matches these employees to comparable jobs across Army installations worldwide. This can help to prevent breaks in federal civilian service.

Over 11,000 have submitted profiles and 12,000 managers participate globally, though the platform currently tracks broader family relocations alongside military spouse transfers without isolated reporting.

SpouseWorks, which replaces the Spouse Education and Career Opportunities (SECO) program, was developed to consolidate career development. It features job listings, resume evaluation tools, and career counseling. The initiative recorded a 70% annual increase in completed member profiles across all enlisted and officer ranks.

What progress was noted regarding SpouseWorks?

The commission reported a 70% annual increase in completed profiles on the platform, which spouses of all military ranks can access.

The commission chair noted in Air Force Times, “So that just shows that spouses are wanting to work, they’re ready to apply, and they just needed the right outlet.” Air Force Times reporting confirms the commission did not announce a plan to expand or an implementation deadline for future programs or services. No action has been taken at press time. This is an ongoing story.
